Brussels, July 26, 2010 (ITUC OnLine) : The ITUC strongly condemns the Department Administrative Order No. 22 244 of the Iraqi government. This Ordinance violates flagrantly union rights.
According to information received by the ITUC, the Ministerial Order issued by the Ministry of Electricity prohibits union activity in the electricity sector and orders the department to undertake, in coordination with the police, the closure of all union offices and seize the assets, properties, documents, furniture and computer equipment unions. On the other hand, it grants the police the power to stop all trade unionist who protest against the Ministerial Ordinance under the Terrorism Act 2005.
"This is totally unacceptable," said Sharan Burrow, secretary general of the ITUC. "It is neither more nor less than a case of persecution against free trade unions, independent and democratic. In a letter to the Iraqi government http://www.ituc-csi.org/IMG/pdf/23-07-2010_Electricity_workers.pdf , the ITUC urged Prime Minister Nori al-Maliki to take without delay all necessary steps to revoke the measure unjust government.
"The Iraqi authorities must take urgent and effective measures to guarantee freedom of association in the electricity sector," stressed the Secretary General of ITUC, Sharan Burrow. As a member of the ILO, Iraq is bound by international treaties, including Convention No. 87 of the ILO Freedom of Association.
