The introduction of this new premium, after the PES (bonus called 'scientific excellence'), confirms that, in lieu of the required increase in salary and career expected, the government has only expediency propose going to a growing individualization of pay, in total contradiction with the very foundations of public service: equal treatment between officers and the independence of their missions.

With this "Premium Incentive Contracts for" a new milestone was reached in the double government's desire to steer public research by the external demand and enable the State to withdraw the budget, including the remuneration of its own officials.

The PIC is carrying many abuses and perverse inevitable:

direction of research to the subjects likely to be more "profitable " to the detriment public interest;
encouraging research teams to seek contracts with the "best customers " at the expense of developing partnerships with public and private less "interesting" financial plan;
building situations subordination vis-à-vis directions or university presidents who will be the decision-making for allocating this premium ;

Due to insufficient funding of basic laboratory, staff of public research are forced to find outside funding in order to work. We reject these bonus schemes individualized and perverse and we reiterate our requests to open real negotiations on salary increases and career personnel. This adjustment shall be financed by increased government subsidies to institutions of higher education and research to ensure the independence and proper functioning of public research.
